realistically, anyone would just update their win7 to something newer if only WIN10 or WIN11 AREN'T FUCKING BLALOATED
win7 is perfect for an old machine, reliable, essentially does something that OP might just need, there's no realistic reason to win10 or win11 at all aside of compatibility THAT'S FORCED BY MICROSOFT
linux is lightweight unlike windows, and ISN'T BEING FORCEFULLY DEPRECATED like what win7 users facing with win11 update
altho, some games might not run well on linux even with wine, but that's another issue and a tradeoff (for now)
I said "for now" because steamdeck uses linux as its underlying technology, and it can run almost all steam games, just hope gaben opensource it so that linux communities could adapt it well
